Coronavirus NYC Food Resource Guide: Upper East Side

As New York City faces increasing closures and changes to everyday life due to coronavirus (COVID-19), the HUNTER COLLEGE NYC FOOD POLICY CENTER aims to provide additional resources and support to community members whose lives are impacted by COVID-19.

Below is a resource guide with the following information: meals for children, meals for seniors, retail food stores and their delivery/benefits policies, local food pantries and soup kitchens, resources for homeless people, resources for immigrant populations and resources for people with disabilities.

The Center has also included citywide organizations and additional resources for New Yorkers, which are applicable to community members outside of Upper East Side as well. If you have family, friends or co-workers in other neighborhoods, please refer to our website where we have published additional reports. Please always call the listed organizations before visiting to get the latest information about their services, as many are changing daily.

Upper East Side Food Pantries and Soup Kitchens

The Hunter College NYC Food Policy Center is collaborating with Plentiful: a completely free, easy-to-use reservation system for food pantries and the people they serve. Through their database, the information below is constantly updated with the latest opening hours and/or changes due to COVID-19.

Many pantries require identification but may be making exceptions under the COVID-19 pandemic. Please call to see if identification is required.

EMERGENCY HELP NEEDED: Millions of New Yorkers rely on food pantries and soup kitchens to survive. To date, ⅓ have closed in NYC due to COVID-19. They relied on retired seniors to volunteer and since seniors can no longer safely leave their homes, pantries are in desperate need of young and healthy volunteers.

Department of Education Meal Hubs (Breakfast, Lunch and Dinner)

  • To ensure everyone can access nutritious meals, the Department of Education’s Meal Hubs have expanded service to include all children and adults across the five boroughs.
  • Sites will be serving grab-and-go meal service for adults and children and no one will be turned away.

Meals for Seniors (60-years-old and above)

  • General Food Assistance Resources
    • Any New Yorker, including seniors, can visit nyc.gov/GetFood or call 311 and say “Get Food” for a list of key additional key resources:
      • A list of locations of grab and go pick up of meals and pantry bags for seniors who have someone who can shop for them
      • Information regarding how to apply for and use SNAP
    • A portal to find out if you’re eligible for and enroll in Emergency Food Delivery
  • Additional Meal Delivery (see local list below for meal delivery providers)
    • Meal delivery services work on a case-by-case basis and may offer breakfast, lunch and/or dinner depending on the case.
    • Citymeals on Wheels delivers meals to seniors meeting the following criteria:
      • Must be 60 years of age or older
      • Must be unable to prepare nutritious meals or have no one to do so for you
      • Must be able to live safely at home if services are provided to you
      • Must be physically or mentally incapacitated and in need of some assistance
      • Even if you receive home care or Medicaid, you are still eligible to get meals if the home care worker cannot prepare a meal to fit your dietary or religious restrictions, or if he or she is designated to assist only with other tasks.

    • Commodity Supplemental Food Program (CSFP) at NYC Health + Hospitals / Kings County:
      • The New York State Department of Health's Commodity Supplemental Food Program (CSFP) offers free, nutritious foods to seniors aged 60 years of age and older.
      • Provides a free supplemental food package, once a month, to Senior citizens 60 years and older. Packages may include: cheese, canned vegetables and fruits, canned meats and fish, breakfast cereals, UHT and nonfat dry milk, fruit juices, rice, spaghetti, macaroni, whole grain rotini, peanut butter, dried beans.
      • Who Can Apply for CSFP:
        • Seniors 60 years of age or older
        • To be eligible, applicants must have an income that falls within the CSFP guidelines established by the federal government, and be a resident of New York State.

  • The National Supermarket Association, in partnership with Lyft, is providing access to transportation for seniors in New York City
    • Using the code NSARELIEF in the Lyft app, seniors will have access to $25 for rides to and from designated National Supermarket Association-affiliated supermarkets in the Bronx, Queens, Brooklyn, and Upper Manhattan during designated senior hours, between 5:30am and 9:30am.
  • Uber started a service for senior citizens to order UberEats meal deliveries without the app by ordering food over the phone with a live Uber representative and getting it delivered to their door.
    • Customers will only need a SMS or text-based phone to get started
    • When they call 1-833-USE-UBER, a live team member will walk them through their options, take and place the order and dispatch a delivery driver for dropoff
    • The service is available daily from 7AM to 9PM
    • Gives full access to Uber’s NYC Eats restaurant partners and will include a tipping option (but with no delivery or service fees)

This list below includes all retail food stores within the neighborhood from the New York State Retail Food Store Open Data and a Google Maps Places API search with keyword search terms “bakery, convenience store, deli, food, grocery, supermarket.” 

  • For delivery services such as DoorDashInstacartFreshDirectGrubHubPeapodPostmates,  ShiptSeamlessYelp and UberEats, an email address and credit card is required for registration. 
  • The listed apps do not accept SNAP (EBT) payments for delivery, but many retailers do IN-STORE.
  • The SNAP Retailer Locator allows anyone to locate nearby SNAP-authorized retailers by entering a street address, city, and state, or zip code. Enter your starting location and select a retailer or map point to get details and directions

Supplemental Nutrition Assistance Program (SNAP)

  • SNAP provides food assistance for eligible New Yorkers. SNAP benefits can be used to purchase fresh produce and groceries at participating stores and online retailers.
  • All in-person Human Resource Administration (HRA) Appointments are CANCELLED.
  • All SNAP application and recertification interviews can now be done online/by phone.
  • Apply for SNAP online at www.nyc.gov/accesshra or by smart phone with the ACCESS HRA app. After you submit your application, complete your eligibility interview by calling 718-SNAP-NOW (718-762-7669) anytime between 8:30 AM and 5:00 PM, Monday to Friday.
  • If you cannot get SNAP benefits quickly enough and need urgent help, please call the Emergency Food Hotline at 866-888-8777. SNAP Application:

Community-Based Organizations (CBOs) offering assistance with SNAP applications  Many CBOs provide help completing SNAP applications and screening applicants for eligibility. 

  • They DO NOT provide interviews (the final step of the application process) - this is only done at the HRA locations listed above. 
  • Due to COVID-19, interviews may not be required or may be completed by phone. HRA will contact you if they need more information after you apply. For the Site Finder, enter your address and choose Site Type “Food Stamp Center” to find a CBO offering assistance with SNAP applications close to you.
  • It is difficult to confirm the status of these organizations, so please always contact them before visiting. The Hunter College NYC Food Policy Center is continually reaching out to try to verify opening hours and temporary closures.
  • If you cannot go to a location, you can request reasonable accommodations (if you are working, elderly, or disabled; if you have problems with child care; if you have trouble traveling to a SNAP Center). Call HRA’s infoline at 718-557-1399 (free language translation services are available) or contact HRA online here. 

Retail store locations accepting SNAP in NYC: The SNAP Retailer Locator allows anyone to locate nearby SNAP-authorized retailers by entering a street address, city, and state, or zip code. Enter your starting location and select a retailer or map point to get details and directions.

Online retailers accepting SNAP in NYC:

  • Amazon
    • Add your SNAP EBT card here.
    • Amazon Restaurants is not currently operating
    • Amazon Fresh inventory and delivery may sometimes be unavailable; confirmation is available only at online checkout
    • Prime Now, Amazon Fresh, and Whole Foods Market are still delivering. Delivery customers always have the option to select “unattended delivery” (if no alcohol in order) during checkout if they prefer not to come into contact with others.

  • ShopRite
    • Do not accept EBT for delivery, just for pick up orders.
    • Still delivering
    • Implemented “drop at your door” service for delivery orders. Your driver will call or text you when they are on their way to make your delivery and your groceries will be left at your door unattended. (Provide your mobile phone number in the Delivery Instructions field at checkout when placing delivery orders.) Note, payment options may have changed to accommodate this service. *SNAP benefits cannot be used to pay delivery fees. 

Health Bucks Health Bucks is a coupon program that is run by the City of New York for individuals who receive SNAP benefits, to buy fresh, locally-grown produce. Health Bucks can be used at any NYC Farmers Market that accepts SNAP benefits. 

  • You MUST be a SNAP recipient to be eligible for Health Bucks.
  • For every $5 you spend at farmers markets using SNAP on an EBT card, you can automatically and immediately get $2 in Health Bucks
  • Pharmacy to Farm Prescription program
    • Receive $30 in Health Bucks when you fill your prescription for blood pressure medication at select pharmacies in Brooklyn, Queens and Manhattan

Special Supplemental Nutrition Program for Women, Infants and Children (WIC)

WIC provides nutrition for eligible pregnant and postpartum women and children. Fathers and caregivers can also apply for their children.

  • Normally WIC applicants must apply in person, but most centers are now working via phone.
  • Determine if you are eligible for WIC here
  • You do NOT need to be a US citizen to receive WIC
  • If applicants have all necessary documents, WIC benefits are effective immediately after application
